Steven W. Hamm is a shareholder of Richardson Plowden in the Columbia office. He focuses his practice on administrative and regulatory law, appellate practice, banking, elections law, and legislative and governmental relations.

Mr. Hamm's experience includes:

  • Served as the state consumer advocate and administrator of the South Carolina Department of Consumer Affairs for more than twelve years, representing the public before the South Carolina General Assembly and state and federal agencies.
  • Working as an administrative lawyer for the South Carolina Public Service Commission, South Carolina Department of Insurance, South Carolina Department of Labor, Licensing and Regulation, South Carolina Manufactured Housing Board, South Carolina Department of Highways and Public Transportation, South Carolina Residential Home Builders Commission, and South Carolina Department of Health and Environmental Control (DHEC) from 1997 to the present.
  • Serving as a legal advisor for the House Labor and Commerce Subcommittee on Gasoline Pricing and Marketing Issues; DHEC's Health Care Planning Committee on the State Health Care Plan; and for the Edison Electric Institute Special Task Force on Complex Case Resolution's special negotiation programs to reduce extensive and expensive formal hearings.
Mr. Hamm received his undergraduate degree from the University of California at Santa Barbara, California, in 1971 and earned his juris doctor from the University of South Carolina School of Law in 1977. Throughout his career, he has served as chairman and president of several national councils and associations, including the Federal Reserve Board's National Consumer Advisory Council, the National Association of Consumer Agency Administrators and the National Association of State Utility Consumer Advocates. He received the Outstanding Achievement Award from the National Association of Consumer Agency Administrators in 1988.

Mr. Hamm was instrumental in settling a massive class action suit in early 2006, which resulted in a payout of $2.2 million to the University of South Carolina (USC) School of Law Building Campaign. The campaign kicked off in January 2006 with the goal of raising $65 million in private and public funding within 18 months. Funds will go toward the construction of a new home for the USC School of Law.
